Ah, the Castiel/Ruby dichotomy. It's not something I entirely get either, but I think, again, it comes back to the writers - while they both show a lot of ambiguity in their journeys, the writers took pains to make Castiel a complicated, dynamic character, and with Ruby, they... didn't. At all. Also, while Misha Collins is pretty much made of awesome, and a fucking awesome actor besides, it's my opinion that neither of the actresses they cast for Ruby were particularly... good, really. Though for some reason I still have love for Genevieve Cortese.
